The institution had been established by the team from PPV Knowledge Networks and CSR Ukraine Community in 2012 and had been funded by the DTEK (energy company) Social Partnership Program. The overall objective of the project was to launch the institution aimed at local economic development, business-ecosystem development, and support for the social and environmental initiatives. Burshtyn City Council and local entrepreneurs were the founders of the LEDA in Burshtyn. 

PPV Knowledge Networks staff is a member of the Agency's Supervisory Board. PPV Knowledge was responsible for capacity building of the organisation within first year of its operations.
