The institution was established by the team from PPV Knowledge Networks in 2013. The project had been funded by the DTEK company Social Partnership Program. The overall objective of the project was to launch the institution aimed at local economic development, business-ecosystem development, and support for the social and environmental initiatives. Since 2013 the Agency had implemented over 40 development projects.

Nowadays the Agency cannot fully function since the Rovenky is an occupied territory of Eastern Ukraine. The Agency's founders decided to move the institution to Severodonetsk in the Ukraine-cotrolled territory of Luhansk oblast and broaden the remit of its activities to the area of Eastern Donbas.
