Local Economic Development Agencies in Areas of DTEK Assets Locations

PPV Knowledge Networks Involvement: business planning for local development agencies, operational phase coordination, training programme, reports and studies.
Within social partnership prorgamme of DTEK, largest Ukrainian energy company, we were responsible for setting up 6 local development agencies in Dobrotvir (Lviv Oblast), Burshtyn (Ivano-Frankivsk Oblast), Ladyzhyn (Vinnytsia Oblast), Dobropillia (Donetsk Oblast), Sverdlovsk and Rovenki (Luhansk Oblast), - locations of DTEK energy plants and DTEK mines.
The project included the following:
- Designing blueprints for local development agencies operational model;
- Engaging local stakeholders;
- Negotiating with local authorities the legal status of agencies;
- Developing agencies bylaws and legal set-up of the agencies;
- Recruiting local staff, designing job descriptions and staff contracts;
- Training workshops for agencies’ teams on business and strategic planning;
- Developing strategic plans for agencies and respective business plans;
- Supporting pilot projects of agencies.
Additionally, we have delivered a 3-months learning programme for staff of 11 local economic development agencies from Dnipropetrovsk, Donetsk, Luhansk and Zaporizhzhia oblasts, all of which were set up within DTEK social partnership programme with local authorities.
9 out of 11 agencies are operational as of 2016. Experience gained during this project was presented in the Local Economic Development: Economic Development Agencies publication in 2013, which is publicly available and is widely used across Ukraine.
