According to the Restoring Ukraine Together project, cultural funding mainly covers the costs of
maintaining cultural institutions and salaries (about 70% of local budgets). These costs remain
stable even in the context of the war and reduced spending on culture in general. At the same
time, local cultural institutions have a demand to strengthen their financial capacity. Some
communities use the lease tool to generate additional income, but the procedure contains many
obstacles. The document contains recommendations for cultural institutions and local
governments to simplify the procedure for leasing municipal property of cultural institutions.
